Operation Kingslayer was a covert military campaign conducted by Ghost Recon in Bolivia in 2019.

Designed to dismantle the Santa Blanca Cartel and eliminate its leadership, the operation was launched in retaliation for the bombing of the U.S. Embassy in La Paz and the brutal murder of a DEA agent. Under the oversight of CIA operative and mission handler Karen Bowman, the elite four-man Ghost fireteam—codenamed the Kingslayer Team and led by Major Anthony "Nomad" Perryman—systematically targeted and eliminated the cartel’s Buchons and operational heads, paving the way for a final confrontation with the cartel’s supreme leader, El Sueño.

Overview

As U.S. intelligence agencies ramped up operations in Bolivia to counter the growing threat of the Santa Blanca Cartel, multiple agents were deployed to infiltrate the organization. Among them were CIA operative Karen Bowman and undercover DEA agent Ricky Sandoval. During a covert meeting with cartel leadership, the rebel group Kataris 26 attempted a failed assassination on the cartel’s top brass. In the aftermath of the botched strike, Santa Blanca initiated a brutal purge that exposed Sandoval as a mole. He was captured, tortured for nearly 48 hours, and ultimately killed—his body discarded in a shipping container as a warning.

Simultaneously, on July 27, the U.S. Embassy in La Paz was bombed—allegedly by Santa Blanca—resulting in injuries to two Marine guards. Once dismissed as a mid-tier drug syndicate, the embassy attack catapulted Santa Blanca to the fourth position on the U.S. terrorist watchlist. With the Bolivian government either unwilling or incapable of responding, the United States launched Operation Kingslayer. This joint initiative between the CIA, DEA, and Joint Special Operations Command (JSOC) deployed the elite Ghost Recon unit, led by Major Anthony “Nomad” Perryman. Posing as an aid worker, Karen Bowman embedded herself as the team's CIA handler. Due to the mission's classified nature, the Ghosts were ordered to work behind the scenes—covertly supporting Kataris 26 and allowing the rebel group to claim credit for dismantling the cartel.

Upon insertion into Bolivia, the Ghosts made contact with rebel leader Pac Katari. Their first priority was the rescue of Amaru, a senior Kataris 26 figure held captive by Santa Blanca. Following Amaru’s recovery, the team began systematically targeting cartel operatives, starting with La Yuri and El Polito—the pair directly responsible for Sandoval’s torture and death. After crippling Santa Blanca’s operations in the Itacua province, the Ghosts, in coordination with Bowman, continued dismantling the organization by capturing or flipping several Buchons, the cartel’s mid-tier lieutenants. This approach provided crucial intelligence on Santa Blanca’s hierarchy, enabling further strikes against high-ranking leaders.

Among the cartel’s upper echelon were three American defectors: Carl Bookhart, a former U.S. Army Ranger; Marcus Jensen, a rogue chemist; and Boston Reed, a skilled pilot. Each had willingly pledged loyalty to Santa Blanca, serving the cartel's strategic and operational needs.

The Ghosts also uncovered a fragile alliance between Santa Blanca and Bolivia’s elite police force, La Unidad. In exchange for preserving a superficial sense of order, Unidad agreed to ignore cartel activities. This alliance began to unravel following the Ghosts’ capture of General Baro, who ultimately cooperated with them in return for the destruction of Santa Blanca’s influence.

As Operation Kingslayer advanced, the Ghosts’ activities became increasingly visible—to the Bolivian populace, to Unidad, and to Santa Blanca. After eliminating two of the cartel’s four top lieutenants, El Sueño, the cartel’s supreme leader, responded directly—offering to bribe the Ghosts in exchange for their silence. The team refused and pressed forward, neutralizing the remaining leadership. However, betrayal soon followed: Pac Katari murdered Amaru and abducted Bowman, hoping to take sole credit for the cartel’s collapse and elevate Kataris 26’s political standing.

The Ghosts rapidly launched a rescue operation, recovering Bowman and confronting Katari at El Sueño’s mausoleum—only to discover that Katari had already been executed by El Sueño. Bowman attempted to kill the cartel kingpin, but was ordered by higher authorities to bring him in alive. El Sueño had negotiated a plea deal with the U.S. Department of Justice, offering intelligence in exchange for asylum. Frustrated, Bowman complied and escorted El Sueño back to the United States, issuing an apology to the Ghosts for their efforts being compromised.

With Bowman reassigned, the Ghosts continued their investigation into Sandoval’s death. Eventually, they uncovered a shocking revelation: the La Paz embassy bombing had been orchestrated not by Santa Blanca, but by Sandoval himself. His goal had been to force U.S. intervention by provoking an international incident. To preserve the integrity of the operation and prevent political fallout, the Ghosts chose to keep the truth classified. Soon after, they were extracted from Bolivia, marking the official conclusion of Operation Kingslayer.

Aftermath

The aftermath of Operation Kingslayer plunged Bolivia into widespread instability. The assassination of Pac Katari sparked a violent power struggle within Kataris 26, as rival factions competed for control over the shattered remains of Santa Blanca’s cocaine empire. Meanwhile, El Sueño’s arrest triggered the near-total collapse of the cartel, fragmenting it into smaller warlord-led factions, each vying for dominance and fueling further conflict. The exposure of Unidad’s corrupt alliance with Santa Blanca severely crippled the Bolivian military police, leaving them unable to maintain public order as the nation spiraled into anarchy. Waves of government resignations, purges, and arrests further compounded the growing chaos.

During the follow-up operation Narco Road, the CIA suffered a disastrous breach when cartel operatives infiltrated the agency’s Bolivian headquarters, compromising the identities of nearly every undercover asset in the region. As hostilities between rebel forces and cartel remnants intensified, international private military companies (PMCs) and special forces units from across South America were deployed to contain the violence. Among these was Los Extranjeros, a paramilitary group that sought to restore and capitalize on Bolivia’s shattered narcotics trade amidst the power vacuum left by Santa Blanca’s downfall.

Months later, the Ghosts returned in Operation Fallen Lord, a final deployment into Bolivian territory. Their objective was to extract compromised CIA operatives and remaining American civilians trapped in the escalating violence. Despite overwhelming odds and deteriorating conditions, the Ghosts successfully completed the evacuation. This mission marked the conclusion of the Ghosts’ involvement in Bolivia—and the final chapter of Operation Kingslayer.
