General Keyes is a member of the US Army. In 2014 he wanted Colonel Harris to assess future warfare. He later joined Harris' briefing and recommended bringing Scott Mitchell of the Ghosts all the way into their program.

Keyes appears in "The End Begins: Ghost Recon", a short story released as a lead-in to Tom Clancy's EndWar.
